19th PMSC Meeting, Skopje, 15-16 April 2008

The 19th PMSC Meeting was held on 15-16 April 2008, in Skopje. The PMSC Meeting was opened by the Minister of Defense, HE. Lazar Elenovski. During the opening remarks the Minister, had underlined the significance of the SEDM Process and its role in the regional security and stability. PMSC Meeting main subject of discussion were:

-SEEBRIG possible deployment in PSO,
-Ukrainian contribution to the MPFSEE

Taking into account the national discussion for possible future SEEBRIG leadership in ISAF Regional Command-Capitol (RC-C Kabul), and the need of having more reliable details, PMSC tasked HQ SEEBRIG and the PMSC Secretariat to visit NATO in order to determine what NATO requirements for ISAF RC-C might are.

Ukrainian representative informed the PMSC on already considered national scope and manner of Ukrainian contribution in MPFSEE including but not limited the already proposed contributing units.

Having in mind that the regulations of the process for accession to MPFSEE is established in more general manner in Article XVI of the MPFSEE Agreement, PMSC agreed with the Depositary Nation plan, a non-paper document to be prepared for more elaborated procedures for accession in MPFSEE initiative.

 

18th SEDM-CC Meeting, Skopje, 17 April 2008

The Chairperson of the SEDM-CC highlighted the main activities since the previous SEDM-CC Meeting and their outcomes. It was stressed that HLEM for SEDM-CC Agreement revision was organized as a necessity for its improvement, and as an outcome from the HLEM was a Consolidated SEDM-CC Agreement Revision. The SEDM-CC Secretariat was assigned to prepare Guidance for SEDM Projects Cycle and Function and a Framework Document for SEDM Accession Procedures.

SEDM Nations agreed for endorsement of the consolidated draft of the SEDM-CC Agreement and of the Framework Document for SEDM Accession procedures. The Nations also agreed on the approval of the Guidance for SEDM Projects Cycle and Function.

The COMSEEBRIG Brigade General Virgil Balaceanu presented an update of activities of HQ SEEBRIG. Bulgaria presented a brief report on a meeting of the Ministers of Defense of the countries from the region, held in Sofia on 11th March 2008.

RCC and RACVIAC representatives gave a brief report and recommended establishment of closer contacts with SEDM-CC and PMSC.

The Status report on SEESIM, IMIHO, CBSC, SEEDIRET and SEMEC project was given. The Chairperson raised the issue regarding the necessity of a new host nation for EX SEESIM’10.

As the Albania has completed its chairmanship term, Nations were also encouraged to take the chairmanship of the SEEDIRET project.

Montenegro and Republic of Serbia gave brief update on the status of their Nations toward their way to become full SEDM members.

The SEDM-CC thanked both countries for their briefings regarding their aspirations on becoming full-fledged members in the SEDM process.

All national representatives adopted and agreed on the DCHOD’s Agenda. The DCHOD’s Meeting will be held in Sarajevo, Bosnia and Herzegovina.

The next SEDM-CC Meeting will be held in Ohrid on September 25, 2008.

 

3rd HLEM for the 5th Additional Protocol, 18-22 February 2008, Istanbul

The High Level Expert Meeting (HLEM) was convened between 18-22 February 2008 in Istanbul (Nation 7). The meeting was attended by all MPFSEE Nations and Ukraine as Observer.

The HLEM has resulted with a new Draft of the 5th Additional Protocol to the MPFSEE Agreement. There were two open issues that have remained to be evaluated and answered by Nations before the 19th PMSC Meeting.

 

 

 

 

HLEM for SEDM-CC AGREEMENT REVISION Skopje, 11-12 December, 2007

First HLEM for SEDM-CC Agreement Revision was held in Skopje, in period 11-12 December 2007. At this High Level Expert Meeting took part participants from 11 SEDM countries and 2 observer countries.

At the HLEM meeting the SEDM countries prepared the consolidated draft of the revised SEDM-CC Agreement in accordance to the previous defined need for revision on the 16th SEDM-CC Meeting, held in Tirana, Albania, on 15th March 2007, (Criteria for observer and full membership of nations into SEDM, improvement of coordination and information channels among member nations and SEDM-CC and PMSC Secretariat, more specifically the role of SEDM-CC and PMSC and SEDM-CC Secretariat in overseeing projects and formulation of agreed procedures for project management and chairmanship).

The SEDM-CC Secretariat will prepare and distribute: the technical document related to SEDM projects that will be matter of approval in the next SEDM-CC meeting and a framework document defining the criteria for the different levels of SEDM participation to be discussed and endorsed during the next SEDM‑CC meeting in order to be submitted to the SEDM Ministers for approval.

SEDM National representatives agreed to send national comments on the consolidated draft of the revised SEDM-CC Agreement.
