SEDM Nations

On the last SEDM Meeting, held in Kyiv, Ukraine on 21st October 2007, Bosnia and Herzegovina gained the status of full SEDM member.

Currently they are twelve nations as a full SEDM member and four nations are SEDM observers.
On 10th December 2007, Serbia sent a Letter of intent expressing its aspiration for becoming a full SEDM member.

 

SEDM Process

In 1996, it was initiated the South-Eastern Europe Defence Ministerial (SEDM) process, which represents a process of cooperation among the Ministries of Defence of the South-Eastern Europe (SEE) countries.

Main objective of the SEDM process is strengthening understanding and politico-military cooperation in the region in order to enhance the stability and security in SEE.

SEDM objectives:

  • Promotion of mutual understanding, confidence and cooperation among member countries;
  • Contribution of SEDM and Multinational Peace Force of the SEE (MPFSEE) / South-Eastern Europe Brigade (SEEBRIG) to regional and worldwide security and stability;
  • Enhancement of the SEEBRIG interoperability and capability to deploy in peace support missions;
  • Facilitation of SEEBRIG employment in peace support operations;
  • Promotion of Euro - Atlantic integration processes of SEDM member nations;
  • Implementation and development of the SEDM projects;
  • Enlargement of the SEDM process with new members;
  • Cooperation with international organizations (UN, EU, NATO and OSCE).

SEDM Coordination Committee

The SEDM Ministers agreed to establish a mechanism to coordinate all SEDM activities and initiatives beyond the scope of PMSC.

Therefore, an “Agreement on the establishment of a Coordination Committee in the framework of Southeastern Europe Defense Ministerial Process” was signed by the SEDM Defense Ministers, on 9th October 2000, in Thessalonica, Greece.

The basic aims of this mechanism are following:

  • an advisory politico-military coordination and steering committee for initiatives and activities held within the SEDM framework;
  • a self-sustaining and standing capability for consultative, coordinating and implementing purposes accountable to defense ministers.


In particular, the SEDM-CC shall have the following key function:

  • Coordinating and preparing the meetings of MOD/DCHODs in conjunction with host nations;
  • Elaborating proposals and making recommendations on the annual work plans of activities, as well as on the agendas of the meeting in the SEDM process;
  • Overseeing all SEDM working groups and coordinating with and among them;
  • Providing political-military advice to those working groups, as needed;
  • Coordinating SEDM activities with the activities in the region of other organizations, in accordance with the guidance of the SEDM Ministers.
Currently there is an ongoing SEDM-CC Agreement revision process.
