SEDM MINISTERS’ MEETING HELD IN OHRID ON 8TH OCTOBER 2008

The Ministers of Defense from the nations participating in the Southeastern Europe Defense Ministerial (SEDM) process (12 SEDM nations and 4 observer nations) met at the annual SEDM Meeting in the lakeside city of Ohrid, on 8th October 2008. 

In the occasion of the 10th Anniversary of the MPFSEE Agreement, signed in Skopje on 26th September 1998, during the meeting it was unveiled a monument plaque devoted to this event.

Bilateral meetings were carried out before the Plenary of the meeting. 

Chairperson briefed SEDM ministers that an Initial Planning Meeting for establishing a Working Group on the Future Direction of SEDM had been held in conjunction with the 19th SEDM-CC meeting. It was agreed that there is a necessity this Working Group to review SEDM’s future roles and missions in order to focus SEDM and SEEBRIG activities that best support interoperability and Euro-Atlantic integration of current and future SEDM Nations.

SEDM Ministers welcomed the PMSC proposed way ahead for the possible SEEBRIG engagement in a PSO in the future. 

MPFSEE Ministers of Defense commended the MPFSEE Nations, HQ SEEBRIG, and PMSC Secretariat for their work in finalizing and endorsing the 5th Additional Protocol to the MPFSEE Agreement. They encouraged the MPFSEE nations to ratify the protocol as soon as possible.

SEDM Ministers expressed their appreciation for the excellent work and synergy among all of the SEDM nations and the SEDM-CC and PMSC Secretariat on finalizing the procedures necessary for the endorsement of the Agreement on the Coordination Committee in the framework of South-Eastern Europe Defense Ministerial Process and the Framework document for SEDM Accession procedures. The SEDM Ministers agreed that the Agreement on the Coordination Committee in the framework of South-Eastern Europe Defense Ministerial Process and the Framework document should be ready for signature after all SEDM nations have completed their national procedures.

19TH SEDM-CC MEETING, STRUGA, SEPTEMBER 25, 2008

The 19th SEDM-CC Meeting as a second annual meeting was held in Struga, on September 25, 2008.

Chairperson briefed the Committee on latest update on the SEDM-CC Activities and COMSEEBRIG presented an update of activities of HQ SEEBRIG.

Chairman of the Initial Meeting for establishing of a WG on future direction of SEDM, presents the status report on the creation of WG on the future direction of SEDM and also presents the organizational details for the upcoming SEDM Ministerial meeting in Ohrid, on Oct 8, 2008.

SEDM-CC agreed to have a first WG meeting on future direction of SEDM in conjunction with the next SEDM-CC and PMSC Meeting.

SEDM-CC welcomed Albania as a new host nation for SEESIM’10.

The IMIHO Chairman recommended the approval of the submitted MOU, presented way ahead and implementation of the 1st phase of the project as it was presented during the meeting.

The SEDM-CC welcomed present SEDM-CC and PMSC Chairing Nation as a new CBSC Project Chairing Nation. 

Nations agreed to reevaluate the SEEDIRET project at the first WG meeting for Future Direction of SEDM. Next SEDM-CC meeting will be held on March 12, 2009 in Skopje.

20TH PMSC MEETING HELD IN STRUGA, 22nd-23rd SEPTEMBER 2008

The Chairperson underlined the main PMSC activities within the last five months:

Exercise Seven Stars 2008, PMSC Secretariat and HQ SEEBRIG Meeting with NATO / DSACEUR, DCHODs Meeting 2008 in Sarajevo and JFC Brunssum Team visit to HQ SEEBRIG.

In addition, the Chairperson of the PMSC presented an overview on the planned PMSC Secretariat future activities related to Chairmanship 2007-2009 priorities: Visit to Ukraine, UN and OSCE and Visit to the new SEDM countries.
 
COMSEEBRIG presented an update of activities of HQ SEEBRIG, since the 19th PMSC Meeting, in Skopje, underlining the Seven Stars 08 planning process, the CIS equipment training and personal manning importance.

The Chairperson of the PMSC presented the chronology of events and activities taken so far concerning possible SEEBRIG employment in PSO. JFC Brunssum representative presented options for possible SEEBRIG employment in ISAF Operational Mentor Liaison Teams (OMLT), particularly on the Corps and Garrison level, underling the six months deployment requirement with a preferable nine month mission timetable and a OMLT self sustainability   and rotation requirement. COMSEEBRIG presented the study on possible SEEBRIG employment in OMLT underlining the Garrison level. 

After a deep evaluation and due to national considerations, a possible deployment in OMLT was not accepted, due to further implications to the existing legislation, documentation, financial aspects and nature of mission.

PMSC agreed on the need for further evaluation for possible SEEBRIG engagement in NATO-lead PSO extended with evaluation of UN, EU and OSCE perspective on possible SEEBRIG engagement in PSO.

The Chairperson of the PMSC presented the final text of the 5th Additional protocol and PMSC endorsed the 5th Additional protocol. PMSC agreed that after the conclusion of national internal procedure the 5th Additional protocol will be presented to the Ministers of Defense for their signature as soon as possible.

Deputy Chiefs of Defense (DCHODs) Meeting, Sarajevo, 26 June, 2008

The Deputy Chiefs of Defence/General Staff of SEDM countries convened in Sarajevo on June 26, 2008 to take further steps in strengthening cooperation and enhancing stability, security and prosperity in South-Eastern Europe.The Deputy Chiefs of Defence/General Staff welcomed the briefing given by SEDM-CC and PMSC Chairperson on SEDM-CC and PMSC activities since the last SEDM DCHODs Meeting.

The Deputy Chiefs of Defence/General Staff commended the excellent work of the MPFSEE Nations, SEEBRIG and SEDM-CC and PMSC Secretariat with reference to the 5th Additional Protocol to MPFSEE Agreement.They highlighted their contentment on producing and developing the text of the 5th Additional Protocol to MPFSEE Agreement, thus enabling SEEBRIG to become more operative and capable for taking part in PSO.

The Deputy Chiefs of Defence/General Staff highly praised the endorsement of the PMSC Public Diplomacy Strategy, a process which will be coordinated and approved by PMSC on an annual basis and implemented by MPFSEE.
