The Inquiring - Security Community Of The State Community Serbia And Montenegro

Abstract: The inquiring- security community of the state community Serbia and Montenegro existing, and its starting gradually to transform in the conditions of the unpredictable, regional, and international surrounding and in the conditions of completely disturbed inter security and society ambient. For the relatively short period it happened dissolution of the two state creations – SFRJ and SRJ, which inevitable put the need for surviving, and also the need for better functioning and slowly transformation of the existing inquiring- security community. The first step has already been made with the transformation of the well-known Resort of the state security (the inheritor world known as State security service).
Today the inquiring-security community of Serbia and Montenegro is standing in front of the new security challenges that provoked one dynamic process of changing of official persons, but and also the new wave of transformation to the whole inquiring- security community by the contemporary world standards.

The Caracteristics And Nature Of The Conflict In The Republic Of Macedonia Manifested In 2001

Abstracts: In this work the classification of the violence that was manifested in the conflict of Macedonia from 2001 has been made, based on the actual typology of the wars and them derivative phenomenon. The clash in the country is named as subversive war and its had some characteristics of revolution, somewhere between the civil war and war against foreign state. The extremists used the guerrillas-partisan tactic of warfare with dominant strategic concept named "do not loose". In other words the military actions, witch were implement, didn't have for an aim, classic victory in the final battle, but temporally extension with an aim-the reguest to be gain in the peace negotiation. The freedom of actions of the legitimate states and security institutions, in the conflict managing, war under the strong monitoring of the international authorities and organizations. With the time it can be prove that all of their activities had strong distortion in the burning up battle to the level that will mean that no reconciliation is possible.

Crisis And Crisis Managament – Reasons For Reforms In The Security Sector In Republic Of Macedonia

Abstract: In the year 2001Republic of Macedonia was faced with the greatest security crisis since her independence.The reasons for the crisis are mostly internal and longtermed,and its form was such because it wasn’t prevented properly.The way the political structure and the structural elements of the security system tried to manage it was not on time, not proper and followed by many weak points of different nature.The time distance will probably confirm such evaluations for crisis” management”.In conditions of internal political crisis with elements of armed conflict, the end of the crisis with political agreement is unusual. It talks about polarization in the country on ethnical bases,which in conditions when the civil state doesn’tt function based on valid principles,but exclusively on political agreement,the crisis is simply put "aside”, and its obvious manifestation in the future is expected.
According to the author of this article the crisis and the way we managed it is a sound base, through analyses of the practice and the defence segment to get involved in proposals for reforms in this sector.

NATO After Prague

Abstract: A simplificative answer could not be given to the question what is NATO, that is why this study presents an attempt for bringing NATO and those who cooperate with NATO, as well as the correlated modalities, closer to the public. Since its intruduction, the Partnership for Peace becomes the mean feature of NATO’s security policy and the driving force for the adaptation of the Alliance to the new security challenges. The security challenges of today are too multi-faceted to be handled by one single institution, no matter how capable. The Prague Summit that took place on 21 and 22 November 2002 was a defining moment for NATO and for Europe. Decisions taken by Alliance leaders in Prague have put a permanent end to the divisions that scarred Europe in the 20th century and set in motion a modernization process to ensure that NATO is as able to deal as effectively with the security challenges of the 21st century as it was with threats of the past.

Evolution Of The Military Logistics In Macedonia With Special Attention On The Period From 1903 – 2003

Abstract: This work is about the logistics provision in the Macedonian rebel troops during the Ilinden uprising, the units and capacities during and after the 2nd World War and the Army of Republic of Macedonia since its independence.
The research is directed towards search for answers about logistics preparations and different decisions for the logistics support with special attention for the rebelled companies and the Macedonian people in general. While working on this topic as foundation of the armament, the long and rich traditions of the Macedonian people were taken into consideration.

Civil-Military Features Of The Federal Republic Of Yugoslavia

Abstract: It is apparent that political revolution in Serbia/FRY was stopped immediately after ousting Milosevic. The direction of the profiling of civil-military relations is determined by numerous situational circumstances and the present processes are the direct consequence of actions of parties from the Democratic Opposition of Serbia (DOS) coalition, which got into power after October 5, 2000. This period has been marked by numerous military and police incidents: "Pavkovic Affair" is discussed first in this paper, to show the failures in DOS strategy for security sector reform. The history of the case, from 1999 when General Nebojsa Pavkovic was appointed VJ chief-of-staff by Milosševic, until June 24, 2002, when he was retired by Kostunica’s decree, is followed by the explanations of the most important aspects and meaning of this case.
The reasons why DOS postponed the security sector reform are analysed in the second part of the text. First, a brief reflection of the political background of DOS is given and its pre-election tactics is described. In order to explain the condition and dynamics of civil-military relations in Yugoslavia, the position of different political subjects on the scene, their actions and their failures are analysed: the Democratic Party of Serbia and Vojislav Kostunica; the rest of DOS, led by the Democratic Party and Zoran Djindjic; the Montenegrin authorities and President Milo Djukanovic, and the others. The situation in the Army of Yugoslavia is discussed and a short list of organisational changes is given. The example of the FRY confirms that the isolated reform of security sector is not possible, since restructuring of the entire society is needed. It is difficult to assess the transformation capabilities of the Army of Yugoslavia but it may be assumed that the military leadership is prepared to carry out reform orders - once they are given.

Expert Formation And Defence In The Republic Of Macedonia

Abstract: This paper initiates the question on security sector expert formation (SSEF) in the Republic of Macedonia as a crucial for accomplishing of the national security strategy and implementing security sector reforms (SSR). Having in mind complexity of the initiated issue, this paper doesn’t approached the question as quantitative assessment of the needs for civilian and military experts within different security actors only, but it initiated the issue from the aspect of the necessity form expert security community within the country as a crucial for creating, analysis and accomplishing of the national-security policy and reforms in the security sector. The main goal of this paper is to pose the problem in a form of inclusive and complex opening of the question of SSR and expert formation as a transmitter of the reforms in front of the broader public.
Therefore within this paper two assumptions have guiding role. The first one is that the process of the SSR lacks united and coordinated approach for assessment of organizational/functional as well as the challenges related to rational and efficient functioning of the national security sector.
Second assumption is that the SSRs are conducted as necessary process for NATO admission. Within this process the military aspect of the reforms overshadowed non-military or political and civilian aspects of the reforms. As a conclusion, this initial analysis emphasizes the need from complex, coordinated and planed shaping of security community in Macedonia compiled from civilian and military experts as a prerequisite for building democratic security and continuous and efficient reforms in the security sector.

Comparative Advantages Of The Crisis Management System

Abstract: The study is focused on comparative advantages of the crisis management system of the international and European organizations and institutions: the Organization for Security and Cooperation in Europe (OSCE), Western European Union (WEU), the United Nations (UN), and the North Atlantic Treaty Organization (NATO). The research is directed towards analysis of the changed nature of both conflicts and crises which the international community encounters. In that sense, it is crucial to point out the emergency for creating more subtle approaches in terms of their management. Certainly, in those circumstances the crisis management system arises as very important and significant approach in the frames of the UN, the OSCE, WEU and NATO. Accordingly, the demand for beneficial crisis management system becomes their crucial task. For that reason, the UN, the OSCE, WEU and NATO have to rely on the current and potential comparative advantages for better results in crisis management.

For Some Aspects Of The National Security Policy Of The Republic Of Macedonia

Abstract: The National security policy is one of the most priority questions in the agenda of the states in the region of Southeastern Europe. Because the sources of endangering the peace and security still have negative influence on the stabilization of the region, the task of every country is to establish consistent national security policy providing conditions for stable democratic development and preconditions for joining the Euro Atlantic integration security processes. That is why the elements of the national security policy and the process of its creating are preliminary phases of its exercising. These topics are of interest in this paper as a part of the discourse regarding the national security of the Republic of Macedonia.

The Military Factor - Destructor Of The Living Environment

Abstract: The negative influence of the military factor on the living environment and the health of the people are a subject of exploration of many civilian and military research centers. In the last period of time, their work gets new exploratory horizons. This is due to the fast technical and technological development in the military sphere, which brought to a situation for the contemporary military actions to have large fragmented role on the whole of the ecological system.
Numerous technical reports about the military and civil institutions that are working on the research of the damaging effects of the military factor on the environment are talking openly about its speeded destructive relation. This statement is in regards to the frequent use of highly toxic and radioactive ammunition with depleted uranium. The use of such ammunition gets a big intensity and is being used mostly in resolving conflicts in the current world crisis regions. The acute and long-lasting consequences from the use of this type of ammunition after "The First Gulf war”, the conflict in Bosnia, and the intervention in FR Yugoslavia and in Afghanistan, unequivocally speak about the multiple damaging effects on the living environment and the health of the people.
Disrespecting the numerous international convention that are forbidding the use of this ammunition leads to the need for constant appeal and lobbying in the responsible international organisation, for a rigorous fining of the perpetrators of the already established world norms and standards for the way of obtaining the military goals.

Problems And Interests In Determining Kosovo’s Final Status

Abstract: Lately we can hear quite often about efforts and initiatives concerning Kosovo’s independence. The main question that arises is whether all those experts who offer solutions of Kosovo’s problem are well familiarized with the situation and problems that Kosovo faces, or they are simply trying to meet their state or personal interests. The question which would be the best solution to the problem concerning Kosovo’s final status shall not be answered here, simply because the solution that appears to be the best one for ones, can be the worst one for others. The main idea of this paper is to show the circumstances, which Kosovo faces, the positions of the interested subjects regarding the solution of the problem, as well as the consequences that might rise from the possible variants concerning Kosovo’s final status.
